Azure Key Vault cryptographic boundary is a geography. A VM1 in West Europe cannot use a Key Vault in East US.
To allow VM1 to store secrets to a Key Vault, you need to create a new key vault that would be in the same geography (in any region of the geography) and the same subscription.
