The mobile users can easily get to a location where there is no internet signal available.

The application should always say there is a problem with connectivity to let user know that the fact that the application is not showing the data is not a fault of the application but a result of issues with connectivity.

If you don't communicate this right, your users will be saying "the application doesn't work" and your application will get bad rating.
