What is Degraded endpoint monitor status in Azure Traffic Manager?

Endpoint monitoring health checks are failing. The endpoint isn't included in DNS responses and doesn't receive traffic.

An exception is if all endpoints are degraded. In which case all of them are considered to be returned in the query response).
