Answer
Action rules let you add or suppress the action groups on your fired alerts. A single rule can cover different scopes of target resources, for example - any alert on a specific resource (like a specific virtual machine) or any alert fired on any resource in a subscription. You can optionally add various filters to control which alerts are covered by a rule and define a schedule for it, for example for it to be in effect only outside business hours or during a planned maintenance window.
