Can you start or restart a virtual machine if it is in a resource group that has read-only lock set?

Answer

No, because the locks get inherited to all resources that are assigned to the resource group. The read-only lock prevents the resource to be modified on the management plane and because virtual machine start and restart action is implemented as POST operation, these actions can't be executed when the read-only lock is present.
